Portugal does not grow shea. The butter on a Portugal COA is West African — EMI Agro presses it in Ibadan from wild-collected nuts. Ask for a batch COA on a NIS 571:2013 basis: free fatty acid, peroxide value, moisture, colour and melting point. Reject lots that smell sharply rancid or pour like liquid oil at room temperature. INFARMED filings sit with the Portugal importer — they do not replace a COA.

Refined N-RBD (neutralised, bleached, deodorised) shea butter: white to off-white, odourless, very low in free fatty acid, specified for food, cocoa butter equivalent, pharmaceutical excipient and neutral cosmetic bases.
The solid residue left after mechanical pressing of shea kernels at EMI Agro Industries, Ibadan: supplied in bulk as an input for animal feed, soap making and organic fertiliser or biomass.

Regulatory & compliance in Portugal
Shea butter imported into Portugal is overseen by The Cosmetic Products Notification Portal (CPNP) implements Regulation (EC) No 1223/2009. A Responsible Person notifies finished cosmetics before placing them on the Union market. and Shea is named in Directive 2000/36/EC as a vegetable fat that may be used in chocolate (Butyrospermum parkii). Edible-fat entries follow Union food law as applied by the Member State.; customs clearance runs through INFARMED / national customs applies Union TARIC measures on the entry. Shea butter is declared under heading 1515.90..
Regulation (EC) No 1223/2009 applies directly. Notification: Finished cosmetics are notified once in CPNP. There is no second national notification inside the Union..
